For example, should the car prioritize saving its passenger, or should it swerve to save a group of pedestrians, potentially at the cost of the passenger’s life?
This highlights a key ethical challenge: translating complex human morality into a set of a priori rules for an algorithm. There is no universal consensus on what the “right” decision is, and different cultures and individuals may have different moral intuitions. While many experts argue that such “trolley problems” are extremely rare in real-world driving and AVs will be designed to avoid them entirely, the public’s concern over these scenarios is a significant hurdle for widespread adoption.
Bias and Fairness
AVs rely on vast amounts of data to “learn” how to operate. This presents a risk of algorithmic bias. If the training data is not diverse, the system may perform better for some groups than others. For instance, if an AV’s vision system is trained predominantly on images of people with lighter skin tones, it may have a harder time detecting pedestrians with darker skin at night, leading to an unfair safety risk.
Similarly, the algorithms could be programmed with implicit biases that favor certain people or vehicles over others in an accident. The public must be confident that an AV will not make life-or-death decisions based on a person’s age, race, gender, or socioeconomic status.
Liability and Responsibility
The introduction of AVs creates a new paradigm for legal and moral responsibility. In a human-driven car, the driver is generally held liable for an accident. But with an AV, who is at fault? Is it the vehicle owner, the manufacturer, the software developer, or the company that supplied a specific sensor?
The current legal frameworks are ill-equipped to handle this shift in liability. Clear regulations and a consensus on responsibility are needed to ensure that victims of AV accidents can be compensated and that there is proper accountability for the technology’s performance.
Privacy and Data Security

To function, AVs collect and process an immense amount of data, including location, passenger habits, and even the vehicle’s surroundings. This raises significant privacy concerns. Who owns this data, and how will it be used? Could it be sold to third parties, used for surveillance, or accessed by hackers? A robust cybersecurity framework is essential to protect AVs from being exploited for malicious purposes. Without strong data governance and privacy protections, public trust in AV technology will be difficult to achieve.
